Video: Jamaica’s new fish sanctuary thrives on strong engagement and support from the surrounding fishing community
The June 2014 edition of the Caribbean Fish Sanctuary Partnership (C-FISH) newsletter titled “Focusing on Action and Success” is now available. C-FISH is aimed at strengthening community based fish sanctuaries and marine protected areas (MPAs) in 5 countries across the Caribbean – Jamaica, Grenada, St Lucia, & St Vincent & the Grenadines.

Representatives from six Marine Protected Areas (MPAs) attended an annual gathering last week (June 11-14) on the Grenadine Island of Mustiques to contemplate actions to strengthen reef management in the Grenadines.
This is the fourth consecutive year the meeting, organized by Sustainable Grenadines Inc., was held. Members of the network include Tobago Cayes Marine Park, St. Vincent’s South Coast Marine Conservation Area, Mustique Marine Conservation Area, Sandy Island/Oyster Bed Marine Protected Area, Moliniere-Beausejour Marine Protected Area and Woburn/Clarke’s Court Marine Protected Area. Representatives from government departments in both countries, the University of the West Indies and St George’s University and The Nature Conservancy were among the other participants.
Mr. Martin Barriteau, Executive Director of Sustainable Grenadines Inc., explained, “By acting as a network, the members seek to achieve their objectives of conservation and the sustainable use of marine resources more effectively as a group than any one individual marine park could otherwise achieve on their own.”
The six MPAs have shared information and collaborated to promote the conservation and sustainable use of marine resources that are so important to local communities and to local livelihoods since 2011. Presently the health of coastal and marine resources in the Grenadines will be jointly monitored by the network.
“This means that each marine protected area agreed to setup and collect data on permanent sites which they will monitor in the long term. With this information, the network will be able to produce annual reports on the status of marine and coastal resources across the Grenadines, which will help to highlight the most important needs and concerns, and show progress made,” commented Mr. Barriteau.
“It’s an achievement and a milestone in our collaboration together.”
The meeting was hosted by the Mustique Company Ltd. and sponsored by the US National Fish and Wildlife Foundation. The participants discussed sustainable fisheries practices with local fishers in addition to their meeting sessions. The Chief Executive Officer of the Caribbean Climate Innovation Center (CCIC), Mr Everton Hanson, says the application deadline for the Proof of Concept (POC) Grant Funding Scheme has been extended to April 20, 2014.
Grant funding of up to US$50,000 is currently being provided to entrepreneurs within the Caribbean region under our POC Grant Funding Scheme.The scheme seeks to support projects or prototypes in five (5) thematic areas, namely:
(a) Resource Use Efficiency/Recycling (b) Water Management (c) Sustainable Agribusiness (d) Solar Energy (e) Energy Efficiency
The CCIC was officially launched on January 27, 2014. The Center is a World Bank financed Caribbean initiative being executed by a consortium comprising the Caribbean Industrial Research Institute (CARIRI) of Trinidad and Tobago and the Scientific Research Council (SRC) in Jamaica.
The CCIC is headquartered in Jamaica and delivers its services in 14 CARICOM countries. These are Antigua and Barbuda, Barbados, Bahamas, Belize, Dominica, Grenada, Guyana, Jamaica, Montserrat, St.Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago.
The main objective of the CCIC is to support Caribbean entrepreneurs in developing appropriate technologies suitable for the mitigation or adaptation to climate change. This is expected to be achieved through the offering of services such as, among other things, technology commercialization, market development, and access to financing, mentoring and training, incubation and CAD Lab services to such entrepreneurs.

President Donald Ramotar lauded the work of the Caribbean Community Climate Change Center (CCCCC) during his presentation today, to CARICOM Heads of Government during their 25th Inter-Sessional Meeting at the Buccament Bay Resort, Kingstown, St Vincent and the Grenadines.
The Leaders agreed to establish a CARICOM Climate Change Task Force to provide guidance to Caribbean climate change negotiators, their Ministers and the region’s political leaders. The CCCCC, along with the CARICOM Secretariat has been tasked with setting up the task force and facilitating its work.
Guyana has been playing a lead role with regards to climate change, and priority projects on adaptation are outlined within its visionary Low Carbon Development Strategy (LCDS), which seeks to address the effects of climate change while simultaneously encouraging economic development.
The CARICOM Heads also reaffirmed the mandate of the CCCCC, to develop in partnership with member states, a portfolio of bankable projects eligible for climate financing and which is to be presented to the donor community for support.
The Centre is recognised by the United Nations Framework Convention on Climate Change (UNFCCC), the United Nations Environment Programme (UNEP), and other international agencies as the focal point for climate change issues in the Caribbean.
“This is a critical decision by Heads at a time when efforts are underway through the UN (United Nations) to have a global climate change agreement by the end of 2015. We need to ensure that as a region, our voices are being heard on this important issue, and not only from our technical people, but from the collective political leadership in the region,” President Ramotar noted.
He re-emphasised the need for there to be a globally binding agreement on climate change.
“We have to ensure that we push for a climate change agreement by 2015 which is ambitious in terms of emission reduction targets and providing climate financing,” the Head of State said.
He also stressed that, despite the difficulties faced with climate financing and support for adaptation and climate resilience, the region needs to aggressively tap into opportunities that exist now, while it organises for future possibilities.
The President noted that the CCCCC and Guyana have been working closely since its establishment and closer ties are being developed as part of the LCDS implementation.
The CCCCC coordinates the Caribbean region’s response to climate change. Officially opened in August 2005, the Centre is the key node for information on climate change issues and on the region’s response to managing and adapting to climate change in the Caribbean, its website states.
On June 8, 2009 former President Bharrat Jagdeo launched the LCDS that outlines Guyana’s vision to promote economic development, while at the same time combating climate change. A revised version was published on May 24, 2010 and subsequently the LCDS update was launched in March 2013.
Major efforts have been taken to build the country’s capacity to adapt to the anticipated impacts of climate, including extreme weather patterns and sea-level rise leading to flooding.
The LCDS will support the upgrading of infrastructure and assets to protect against flooding through urgent, near-term measures. Specifically, the LCDS update, identified the project area “Climate Resilience, Adaptation and Water Management Initiatives” for which up to US$100 million will be allocated to improve Guyana’s capacity to address climate change.

Dr Ulric Trotz, Deputy Director and Science Advisor at the Caribbean Community Climate Change Centre, and a senior strategic advisor to Climate and Development Knowledge Network (CDKN), outlines the tremendous opportunities for climate compatible development in the region in a featured Op-Ed published by CDKN Global.
The Small Island Developing States (SIDS) of the Caribbean have made significant strides in responding to a changing and variable climate. However, the dissonance between climate change time horizons and immediate development needs and priorities as articulated by public policy-makers pose a primary challenge to the region’s efforts to achieve low emissions, build resilience and promote development simultaneously. Specifically, climate change projections are often expressed in timeframes ( 5 years, 50 years, 100 years) that have little or no relation to the routine development planning timeframes (5 years, 10 years, 30 years) used by the public policy-makers and the expectations of the general public.
This challenge exists alongside the peculiarities associated with multi-country policy-making, hazards of our small size, geography, and limited resources that often impedes ambitious and decisive action. Given this mix of challenges, it’s crucial that the region frames climate change responses such that they’re viewed as urgent and integral for development imperatives such as poverty reduction, debt-servicing, and growth.
The efficacy of this approach is typified by Prime Minister of Saint Vincent and the Grenadines Dr Ralph Gonsalves’ strong commitment to make climate change a priority during his chairmanship of the Caribbean Community (CARICOM) immediately after the unprecedented weather event that ravaged the Eastern Caribbean in December 2013. In declaring climate change as a key focus of his six month chairmanship of the regional block, Dr Gonsalves noted “we are having systems affecting us outside of the normal rainy season and the normal hurricane season,” which underscores the importance of showing the link between existing weather events and climate projections across time-horizons. Dr Gonsalves’s realisation of this link will allow him to bring a sense of urgency to the XXV Intersessional Meeting of the Heads of Government where climate change will feature prominently in the discussions.
In our quest to forge a climate resilient development pathway, the Caribbean has been tackling the primary challenge of aligning the comparatively distant time horizons of climate projections with more immediate development objectives and political considerations in a multi-country policy-making context. The Heads of Government of CARICOM endorsed the Liliendaal Declaration on Climate Change and Development in 2009, which defines the positions of Member States, and approved “A Regional Framework for Achieving Development Resilient to Climate Change”. The Regional Framework and its associated Implementation Plan (approved in March 2012), both of which were prepared by the Caribbean Community Climate Change Centre with support from CDKN, specifies actions and timeframes that complements some of the political time horizons and specific development objectives.
The development of the Caribbean Climate Risk Management Framework and its associated Caribbean Climate Online Risk Assessment TooL (CCORAL) is a direct response to one of the actions defined in the Regional Framework. Climate risk management tools like CCORAL with cross-sectorial applicability are crucial elements of the region’s emerging strong early action framework for building climate resilience and advancing our development objectives.
Industrial engineer Ancel Bhagwandeen says growing your food indoor is a great way to protect crops from the stresses of climate change. So he developed a hydroponic system that “leverages the nanoclimates in houses so that the house effectively protects the produce the same way it protects us,” he says.
Bhagwandeen told IPS that his hydroponic project was also developed “to leverage the growth of the urban landscape and high-density housing, so that by growing your own food at home, you mitigate the cost of food prices.”
Hydroponics, a method of growing plants without soil using mineral nutrients in water, is increasingly considered a viable means to ensure food security in light of climate change.
His project is one of several being considered for further development by the Caribbean Climate Innovation Centre (CCIC), headquartered in Jamaica.
The newly launched CCIC, which is funded mainly by the World Bank and the government of Canada, seeks to fund innovative projects that will “change the way we live, work and build to suit a changing climate,” said Everton Hanson, the CCIC’s CEO.

A first step to developing such projects is through Proof of Concept (POC) funding, which makes available grants from 25,000 to 50,000 dollars to successful applicants to “help the entrepreneur to finance those costs that are related to proving that the idea can work,” said Hanson.
Among the items that POC funding will cover are prototype development such as design, testing, and field trials; market testing; raw materials and consumables necessary to achieve proof of concept; and costs related to applications for intellectual property rights in the Caribbean.
A POC competition is now open that will run until the end of March. “After that date the applications will be evaluated. We are looking for ideas that can be commercialised and the plan is to select the best ideas,” Hanson said.
The CCIC, which is jointly managed by the Scientific Research Council in Jamaica and the Caribbean Industrial Research Institute in Trinidad and Tobago, is seeking projects that focus on water management, resource use efficiency, energy efficiency, solar energy, and sustainable agribusiness.
Bhagwandeen entered the POC competition in hopes of securing a grant, because “this POC funding would help in terms of market testing,” he explained.
The 48-year-old engineer says he wishes to build dozens of model units and “distribute them in various areas, then monitor the operations and take feedback from users.” He said he would be testing for usability and reliability, as well as looking for feedback on just how much light is needed and the best locations in a house or building for situating his model.
“I would then take the feedback, and any issues that come up I can refine before going into mass marketing,” he said.
Bhagwandeen’s model would enable homeowners to grow leafy vegetables, including herbs, lettuce and tomatoes, inside their home or apartment, with minimal expense and time.
The model uses smart electronics, meaning that 100 units can run on the same energy as a 60-watt light bulb, he said. So it differs from typical hydroponics systems that consume a great deal of energy, he added. His model can also run on the energy provided by its own small solar panel and can work both indoors and outdoors.
Bhagawandeen said his model’s design is premised on the fact that “our future as a people is based more and more on city living and in order for that to be sustainable, we need to have city farming at a family level.”
A U.N. report says that “the population living in urban areas is projected to gain 2.6 billion, passing from 3.6 billion in 2011 to 6.3 billion in 2050.” Most of that urban growth will be concentrated in the cities and towns of the world’s less developed regions.
To meet the challenges of climate change adaptation, the CCIC “will support Caribbean entrepreneurs involved in developing locally appropriate solutions to climate change.”
Bhagwandeen said that support from organisations like the CCIC is critical for climate change entrepreneurs. “From the Caribbean perspective, especially Trinidad and Tobago, we are a heavily consumer-focused society. One of the negatives of Trinidad’s oil wealth is that we are not accustomed to developing technology for ourselves. We buy it.”
“We are a society of traders and distributors and there is very little support for innovators and entrepreneurs.”
He said access to markets and investors poses a serious challenge for regional innovators like himself, who typically have to rely on bootstrapping to get their business off the ground.
Typically, he said, regional innovators have to make small quantities of an item, sell those items, and then use the funds to make incrementally larger quantities. “So that if you get an order for 500 units, you cannot fulfill that order,” he said.
Fourteen Caribbean states are involved in CCIC: Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Jamaica, Montserrat, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago.
The Caribbean CCIC is one of eight being developed across the world.

The Food and Agriculture Organisation (FAO) and the Global Water Partnership-Caribbean are still seeking consultants to update the FAO’s AQUASTAT Report for the Caribbean. The deadline date for proposals for Cuba, Dominican Republic and Jamaica only, has been extended to March 5th, 2014.

The Food and Agriculture Organisation (FAO) has a unique global water information system, AQUASTAT, developed since 1993 by the Land and Water Division. The main objective of the programme is to systematically select the most reliable information on hydrological resources and water use in each country, as well as to make this information available in a standard format for interested global, regional and national users.
The last update of the AQUASTAT report for the Caribbean was done in 2000. Hence the FAO in partnership with the Global Water Partnership-Caribbean (GWP-C) search for suitable consultants to update the FAO’s global water information system – AQUASTAT through five (5) consultancies for the following countries:
- Dominican Republic
- Lesser Antilles (Antigua and Barbuda, Barbados, Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines and Trinidad and Tobago)

Prime Minister Dr. Ralph Gonsalves said Monday he would use his six month term as chairman of the Caribbean Community (CARICOM) grouping to deal with the deleterious effects climate change is having on the socio-economic future of the 15-member bloc.
St. Vincent and the Grenadines, St. Lucia and Dominica are now emerging from the effects of a weather system that left a trail of death and destruction over the Christmas holidays.
Caribbean countries have also had to deal with the annual hurricane season and in many cases, like in Haiti, unseasonal rains that cause widespread devastation.
“The big issue…is global warming, climate change. We are having systems affecting us outside of the normal rainy season and the normal hurricane season,” he said making reference to the floods in April last year and the Christmas Eve rains that resulted in the deaths of nine people and hundreds of millions of dollars in damages here.
“There are lots of monies which countries talk about for adaptation and mitigation to climate change. But I haven’t seen the money yet and we have to use our diplomacy as a region and we have to be aggressive with our climate change center in Belize.
“In my term as chairman of CARICOM this is one of the issues which you will recall I said earlier on…I want dealt with during my term in a continued serious and structured way, (and it) has to deal with the deleterious effect of climate change and to get the requisite responses from the international community in relation to this matter”.
Gonsalves told a news conference that the region does not contribute “anything to these man made weather systems, these problems with putting so much carbon dioxide in the atmosphere.
“We are …on the front line,” he said, adding that “this is an issue which is big”.
Gonsalves said that efforts were now underway to stage an international donors’ conference to help the three affected islands recover and rebuild their battered infrastructures.
He said he had already received a letter from Antigua and Barbuda Prime Minister Baldwin Spencer, who is also chairman of the Organisation of Eastern Caribbean States (OECS), outlining plans for an international donors’ conference.
“There is a letter which Baldwin sent to me which I have reviewed and make one or two slight alterations and suggestions, but we have to prepare for a donors’ conference well, maybe in March may be in February… but we have to prepare for it well so that we can get the donors to make pledges,” he said, recalling a similar conference had taken place to help Grenada after it was battered by a recent hurricane.
“I know some of the donors came through and others did not, but at least we need to do that to lift the profile,” Gonsalves said.
The St. Vincent and the Grenadines Prime Minister told reporters that an insurance scheme organized through the World Bank, to which all the Caribbean countries contribute, does not go far enough.
“To the extent that the monies you get from the Catastrophic Relief Insurance System is fairly minimal, but of course every little bit helps,” he said.
Gonsalves said he had already written to the leaders of several countries and was now waiting to see “what kind of grant assistance we can get because we really need grants preferably.
“The World Bank will give soft loan monies, the CDB (Caribbean Development Bank) will give soft loan monies, the European Union will give grants, Venezuela will give grants, (and) Taiwan will give grants”.
A two-week regional training workshop on climate change has started here with a warning that the Caribbean could suffer billions of dollars in losses over the next few years as a result of climate change.
“As a region, we have to assist each other in every conceivable way imaginable,” said Water, Land, Environment and Climate Change Minister Robert Pickersgill at the start of the workshop that is being organised by the Belize-based Caribbean Community Climate Change Centre (CCCCC) in partnership with several regional governments and the Mona campus of the University of the West Indies (UWI).
It is being held under the theme “The use of sector-specific biophysical models in impact and vulnerability assessment in the Caribbean”.
Pickersgill said that Caribbean countries needed to work together to boost technical expertise and infrastructure in order to address the effects of the challenge.
He said global climate change was one of the most important challenges to sustainable development in the Caribbean.
Citing a recent report from the Inter-governmental Panel on Climate Change (IPCC), he noted that while the contribution of Caribbean countries to greenhouse gas emissions is insignificant, the projected impacts of global climate change on the Caribbean region are expected to be devastating.
Pickersgill said that according to experts, by the year 2050, the loss to the mainstay tourism industry in the Caribbean as a result of climate change-related impacts could be in the region of US$900 million.
In addition, climate change could cumulatively cost the region up to US$2 billion by 2053, with the fishing industry projected to lose some US$140 million as at 2015.
He said the weather activity in sections of the Eastern Caribbean over the Christmas holiday season was a prime example of this kind of devastation.
The low level trough resulted in floods and landslides in St. Vincent and the Grenadines, St. Lucia and Dominica. At least 15 people were killed and four others missing. The governments said they would need “hundreds of millions of dollars” to rebuild the battered infrastructures.
“For a country the size of St. Vincent and the Grenadines, this loss is significant and could result in their having to revise their GDP (gross domestic product) projections. (Therefore), while one cannot place a monetary value on the loss of lives, the consequences in terms of dollar value to Small Island Developing States (SIDS) is also important,” Pickersgill said.
“It only takes one event to remind us of the need to become climate resilient in a region projected to be at the forefront of climate change impacts in the future,” Pickersgill said, adding that he hoped the regional training workshop would, in some meaningful way, advance the Caribbean’s technical capabilities to meet the future projections head-on and be successful.
He said the workshop has particular relevance to Jamaica as one of the SIDS that is most vulnerable to climate change.
The two-week programme forms part of the European Union (EU)-funded Global Climate Change Alliance Caribbean Support Project, which is geared towards the creation and financing of policies that can reduce the effects of climate change as well as improved climate monitoring within the region.
The Global Climate Change Alliance project is to be implemented over 42 months and will benefit Antigua and Barbuda, Bahamas, Barbados, Belize, Cuba, Dominica, Dominican Republic, Jamaica, Grenada, Guyana, Haiti, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago.
CCCCC Programme Manager, Joseph McGann, said the project would include several activities including: enhancing national and regional institutional capacity in areas such as climate monitoring; data retrieval and the application of space-based tools for disaster risk reduction; development of climate scenarios and conducting climate impact studies using Ensemble modeling techniques; vulnerability assessments that can assist with the identification of local/national adaptation; and mitigation interventions.
