The Caribbean Community Climate Change Centre participated in the recently concluded (December 2-4, 2013) First Meeting of the GFCS Africa/ACP Task Team at the EUMETSAT Headquarters in Darmstadt, Germany.

The meeting contemplated the way forward for implementation of the Addis Ababa Declaration in Support of the Implementation of the Global Framework for Climate Services (GFCS) in Africa, and possibly in the Caribbean and the Pacific.

Participants at the meeting included representatives of the Regional Economic Communities, Regional Climate Centres, the African, Caribbean and Pacific (ACP) Secretariat, the European Community, the World Meteorological Organization and the Secretariat of the Pacific Regional Environmental Programme (SPREP). The participants, including Carlos Fuller, the Centre’s International and Regional Liaison Officer, explained the activities in their regions related to the preparation and delivery of climate services.

  • A project concept note on an inter-regional GFCS for Africa, the Caribbean and the Pacific will be prepared and be ready for submission to the European Union for funding under the 11th European Development Fund (EDF).

The project is expected to strengthen the capacity of regional and national agencies in the preparation and delivery of climate services to their Member States.

  • The Terms of the Reference of the Task Team was finalized and adopted.

The next meeting would be held in the second quarter of 2014.

JAMAICA-CLIMATE-International climate conference deemed important to developing countries

KINGSTON, Jamaica, Dec 6, CMC – The Third International Conference on Climate Change Services (ICCS3) was ending here on Friday with stakeholders indicating that the three day forum providing an opportunity to find linkages between international climate services and those in the region.

“This conference is of great importance for developing countries and for Small Island Developing States (SIDS) in particular,” said Water, Land, Environment and Climate Change Minister, Robert Pickersgill.

“It is common knowledge that we are among the most vulnerable to the impacts of climate change, but what this conference will provide, is an opportunity to build our capacity, and to look beyond weather and hydrological information, to a focus on climate information for decision-making,” he added.

The conference sought to address to address current progress, challenges and opportunities in climate services implementation, and foster discussions regarding the transition from pilot activities to sustained services.

Deputy Director and Science Advisor at the Belize-based Caribbean Community Climate Change Centre (CCCCC), Dr Ulric Trotz, said the conference was the first of its kind in the Caribbean and any developing country.

He said the three-day event provided an opportunity to find linkages between international climate services and those in the region.

Officials said climate services are crucial as climate variability and change were posing significant challenges to societies worldwide.

“Therefore, timely communication of climate information helps prevent the economic setbacks and humanitarian disasters that can result from climate extremes and long term climate change,” the officials said.

The CCCCC is supporting a series of national consultations across the Caribbean under the Global Framework For Climate Change Services (GFCS) which was established in 2009 at the World Climate Conference-3 (WCC3).

The vision of the GFCS is to enable society to better manage the risks and opportunities arising from climate variability and change, especially for those who are most vulnerable to such risks.

Launched in May this year, the GFCS uses five components for the production, delivery and application of climate information and services.

Pickersgill told the conference that the 2009 report of the High Level Task Force on the Global Framework for Climate Services had identified that three basic facts had to be taken into account when focusing on climate information for decision-making.

“Firstly, we know that everyone is affected by climate – particularly its extremes, which cause loss of lives and livelihoods all over the world, but overwhelmingly in developing countries.

Secondly, we know that – where they exist – needs-based climate services are extremely effective in helping communities, businesses, organizations and governments to manage the risks and take advantage of the opportunities associated with the climate.

Thirdly, we know that there is a yawning gap between the needs for climate services and their current provision. Climate services are weakest in the places that need them most namely, climate-vulnerable developing countries.”

Pickersgill said that the identified climate change impacts, multiplicity of stressors, and the available scientific information all suggest that the Caribbean region is  a climate change hotspot. “This presents a clear need at the national level and as a concerned region, for climate services that will help families, businesses, and communities to make informed decisions,” he said, adding there “is a clear need to promote integrated service delivery and stimulate the development of environmental technologies, applications and services in the private sector.

“The provisions of inundation mapping services, to inform decisions on sea level rise and storm activity, are critical and are urgently needed. The assistance to our farmers through modelling will help them to adapt to the changing climate through services such as drought forecasting, precipitation modelling as well as vulnerability and risk mapping.”

Pickergill said that developing countries, in particular, would be looking at the products that would inform  health sector managers in responding to heat projections and the potential changes required in health services; as well as those that will inform our business leaders and national governments in investment decisions and planning.

“Pioneering climate services will enable us to make smart decisions to ensure public safety, increase our resilience, drive smart public and private sector-led infrastructural investment and stimulate economic growth,” he added.

The next national consultation on a Framework for Climate Services will be held in Barbados.



5Cs supports the Caribbean’s first ‘National Consultation on a Framework for Climate Services’

The Caribbean Community Climate Change Centre (CCCCC) supported the region’s first National Consultation on a Framework for Climate Services in Belize last week (October 30- November 1, 2013). The consultation, organized in association with the World Meteorological Organization (WMO), the National Meteorological Service of Belize, and the Caribbean Institute for Meteorology and Hydrology (CIMH), sought to advance the priorities under the Global Framework for Climate Services (GFCS) by  focusing on:

  • Assessing climate services needs in the agriculture and food security sector based on
    generated climate information in the country;
  • Recommending effective mechanisms and practices to improve interfacing and interactionsbetween climate service providers and users;
  • Articulating the capacity building needs in terms of mandates, infrastructure and human
    resources for all the components of GFCS;
  • Recommending actions to improve productions, sustainable operations and accessibility for
    climate predictions and services to aid the flow of climate information from global and 
    regional scale to national and local scales;
  • Charting a roadmap for the effective development and application of climate services in support of agriculture and food security and other climate sensitive sectors in Belize,particularly water, which is of strategic import to the Agricultural Sector of theCaribbean Region.

The consultation brought together key decision-makers and users from the initial four priority areas under the GFCS: agriculture and food security, water, health and disaster risk reduction. It identified suitable mechanisms for improving and sustaining the flow of climate information to users with particular focus on agriculture and food security. The exercise also sought to enhance understanding of the need for climate services on sectors most impacted by climate change that can be implemented at the national level across the Caribbean.

The Global Framework for Climate Services (GFCS) was established in 2009 at the World Climate Conference-3, which was organized by the World Meteorological Organization (WMO) in collaboration with other United Nations (UN) agencies, governments and partners to steer the development of climate services worldwide.

The vision of the GFCS is to enable society to better manage the risks and opportunities arising from climate variability and change, especially for those who are most vulnerable to such risks.

The GFCS, which was launched in the Caribbean in May 2013, use five components for the production, delivery and application of climate information and services in the four priority areas outlined:

  • User Interface Platform
  • Climate Services Information System
  • Observations and Monitoring
  • Research, Modelling and Prediction
  • Capacity Development

The next National Consultation on a Framework for Climate Services will be held in Barbados.

Tap waterIsrael’s Agency for International Development Cooperation (MASHAV) announced an Advanced Hydrometeorology Workshop, which will take place in Israel from the 2nd to the 12th of December 2013.

The course, which is the product of a partnership among MASHAV,  Israel Meteorological Service and World Meteorological Organisation, solely targets participants from meteorological and hydrological institutes.

In announcing the call for applications, the course administrators said candidates will be allocated with the assistance of the World Meteorological Organization only.

The workshop will cover topics in accordance with the concept of the Global Framework for Climate Services (GFCS), where water is one of the four key areas selected by the High Level Taskforce of GFCS.

A course advert says many of the methodologies and techniques developed in Israel over the years could be used to support development and improvement of existing and planned water resources management systems in other parts of the world. This is being emphasized as Israel has successfully developed an efficient Water Management System, despite its inherent water scarcity, growing population demands and the impacts of climate change and variability.

These methodologies and techniques will be presented to the participants in a combination of classroom lectures, discussions, exercises, demonstrations, field trips and round-table discussions.

The course seeks to:

a)    To discuss the effects of climate change on aspects of the hydrological water cycle and availability of water resources.
b)    To demonstrate modern Hydrometeorological Techniques and methods for efficient water resources management.

  Participation cost

  • The airfare cost should be covered by the participant, by his/her employer, or by the granting institution.
  • The total cost of lodging at full board for single in a double room during the duration of the workshop, including tuition fees and field trips transportation will amount to app. 200$ per day (inc. insurance).


Scholarships, covering accommodations at full board (two persons per room) during the duration of the workshop, tuition fees and field trip transportation will be provided by the Government of Israel – MASHAV – Israel’s Agency for International Development Cooperation  for suitable applicants from developing countries only.


The Advanced Workshop is designed primarily for meteorological staff of National Meteorological and Hydrological Services engaged and interested in application of advanced Hydrometeorological methodologies and techniques of water resources management.


The workshop will be held in English. A working knowledge of English is mandatory.

Training Staff

The workshop will be conducted by senior staff of the IMS/WMO RTC Bet Dagan and other Institutes having extensive knowledge and experience in Climatology, Hydrology and Meteorology in Israel and elsewhere. Invited guest lecturers will also participate in providing and sharing their knowledge and experience in specific fields of expertise.


Interested candidates are requested to complete the Participant Application Form for the workshop and return it directly to RTC Bet-Dagan, Israel Meteorological Service, P.O. 25 Bet-Dagan 50250 Israel, to or to not later than the 15 October 2013.

Caribbean applicants are advised that CARDI is prepared to support applications from the region, but says it cannot guarantee that any application will be accepted or that funding from MASHAV will be available. CARDI’s support is non-financial.
