Clarification #1 to Queries Raised Re: Invitation for Bids: “Supply and Install either one (1) 5 kWp or one (1) 3 kWp GridTied Solar Photovoltaic System at the Community Multipurpose Emergency Center at San Ignacio, Cayo District”

Ref: NCB Contract No. 76/2019/Italy/Belize/CCCCC – Response #1 to Queries Raised

The Caribbean Community Climate Change Centre writes with reference to paragraph 6 of the Instructions to Bidders (ITB) that addresses the subject of ‘Clarification of Bidding Documents’. In accordance with paragraph 6 of the ITB, a Bidder requiring any clarification of the Bidding Document shall contact the Purchaser in writing. The Purchaser must respond in writing, provided the clarification is requested prior to the deadline for clarification. The Purchaser is also required to include in the response a description of the inquiry without identifying its source.

The queries and Purchaser’s responses received to date are as follows:

Query #1: Will there be a Pre-Bid On-Site meeting? We would like to determine what equipment need to be powered by the Battery Back-up and thus, be able to submit a proposal that works for your needs. Perhaps, a list of the equipment can be shared.
Answer #1: There will be no Pre-Bid On-site Meeting. The building was recently constructed. The expected load from the use of the PV system will include: lighting, small appliances – radio NEMO equipment. Please be guided by the Technical Specifications outlined in Annex III of the Bid Documents.

Query #2: May we ask who generated the Technical Specifications on Annex III?
Answer #2: Comments on the technical specifications that can result in improvements to the requirements will be welcomed from prospective bidders.

Query #3: While there is no mention nor is it a part of the required checklist of Bidding documents, Annex V states “fail to or refuse to furnish Performance Security in the amount of 10% of the Contract Value.” Would the Performance Security be acceptable via the Bank or an Insurance company?
Answer #3: The checklist in Annex IV of the Bid Documents shows a list of documents to be submitted with Bids. Bidders are not required to provide Bid Security. Only Bid Securing Declaration was requested. The Performance Security is not a requirement of Bid submission. Only the selected bidder will be required to provide Performance Security. A Guarantee from a reputable Bank or Insurance Company will be acceptable Performance Security from the selected Bidder.
